The so called charities for the special Olympics and to sustain the year round bureaucratic cushy jobs for professionals to operate a full time job. Many of these so-called charities actually operate this way and are used to establish a budget enough to hire a few already wealthy people as administrators and other o overseers of an unless army event that nobody really cares about. 
This is especially the case with the special Olympics. Vince is an opportunist and any chance he gets to get his mug in front of cameras and any last bash of publicity for a movie career that is declining and going to be more difficult to maintain. This guy doesn't give a shit about retarded kids a d jumping in icy waters in front of man cameras is not really a way to bring in charities. This is just publicity stunts to get is name in the media and remind people he is still around and does normal things such as charities.
